Allaah Subhaanahu wa Ta’aala descends to the first heaven as befits His Might and Majesty to the first heaven. That much is true.
HOWEVER, this does NOT *_only_* happen on the night of the fifteenth of Sha'baan. Rather it happens _*every single night of the year*_.
The Prophet (Sal Allaahu Alayhi wa Sallam) said:
“The Lord descends EVERY NIGHT to the lowest heaven when one-third of the night remains and says: ‘Who will call upon Me, that I may answer Him? Who will ask of Me, that I may give him? Who will seek My forgiveness, that I may forgive him?’”
(Saheeh al-Bukhaari, Muslim)
That’s the reason why when someone asked Abdullaah ibn Mubaarak about the descent of Allaah specifically on the night of the fifteenth of Sha'baan, he got upset and scolded him:
"O weak one! The night of the fifteenth?! He descends every night!"
Allaah Subhaanahu wa Ta’aala descends to the first heaven *every single night* of the year.
That’s why we’re encouraged to wake up in the last part of the night, EVERY night and pray Tahajjud, beg Allaah for forgiveness and make lots of duaa.
*Do this EVERY SINGLE NIGHT, not just one night of the year.*
*Follow the Sunnah; NOT the people.*
