As far as “touching” the Qur’aan in a state of impurity is concerned, there’s a difference of opinion among the scholars about that.
The majority of them said it’s not allowed.
But some of them say there’s no authentic proof in the Sharee’ah to prove that it’s prohibited.
The Aayah that is often used to prove the first opinion is the following:
Allaah says:
“Verily, it is a noble Qur’aan in a protected Book. None touch it but the purified.”
(Surah al-Waqi’ah: 77-79)
However the scholars say that this Aayah is not talking about the Mus-haf that we have in our hands in the dunya.
Rather this Aayah is talking about “al-Lawh al-Mahfoodh”, the Preserved Tablet that’s with the Angels, on which is written the destiny of all things.
Ibn Abbas said:
“Concerning the verse, “None touch it except the purified,” that this refers to the Book in the heavens and “the purified” refers to the *angels*”
(Tafsīr Ibn Kathīr 56:79)
However, to be on the safe side, it is at least *highly recommended* to be in a state of purity when touching the Mus-haf.
But if she did touch it while on her menses, then there’s no kaffaarah for that.
She should be careful not to touch it the next time, just to be on the safe side.
