It is obligatory for every pilgrim performing the qiran or
tamattu form of hajj to sacrifice an animal.
A person who does not have sufficient means to offer the sacrifice must observe three days of fasting during Hajj and seven days upon upon returning home.

Faman-kam yajid fa-siyaamu salaasati 'ayyamin- fil-Hajji wa sab-'atin 'izaa
raja-tum. Tilka 'asharatan- kaamilah
"Whoever performs umrah [during the hajj months] followed by hajj, sacrifices such animals has can be obtained with ease.
And whoever cannot find [such an animal]- then a fast of three days while on hajj and of seven when you have returned [home]. Those are complete [days]."
